Mayor Vitali Klitschko called the situation dramatic, underscoring the threat to urban life and state functionality. German Chancellor Friedrich Merz’s surprise visit and announcement of a new aid package exceeding €1.3 billion show that allies recognize the stakes, but the United States must ensure its own security is not compromised while supporting Ukraine’s defense.
