Canadian Prime Minister Mark Carney addresses the European Parliament in Strasbourg

Canadian Prime Minister Mark Carney is looking across the Atlantic for new alliances, signaling a potential shift in Ottawa's geopolitical focus as trade relations with the United States continue to deteriorate.

Carney addressed the European Parliament in Strasbourg this week, embracing a proposal from European Commission President Ursula von der Leyen to make Canada the EU's first-ever 'associate member.' While the specific parameters of this status remain undefined and would require approval from all 27 EU member states, the proposal aims to deepen cooperation on defense, critical minerals, and energy security.

The move comes as Canada and the U.S. remain locked in a bitter, escalating trade dispute involving reciprocal tariffs. President Donald Trump did not mince words regarding the potential alliance, warning that if he views the partnership as a 'hostile act,' he will respond with 'very serious tariffs' or potentially halt trade with Europe.

Carney attempted to frame the initiative as a 'positive process' for sovereignty, insisting that Canada is not seeking to become a full EU member or form a rival power bloc.

However, the proposal highlights a clear divergence in priorities, with Carney emphasizing 'strategic autonomy' and energy cooperation with Europe while his government remains at odds with Washington.

As the two sides prepare to discuss the details at a summit in Montreal this October, the proposal faces significant hurdles, including skepticism from some EU member states and the looming threat of American economic retaliation.
